Support Services Technician / Municipal Court Clerk
Job Description
The Town of Granby and Granby Police Department are looking for a new member of our team. This is a full-time, benefited position, with rich health care, dental care, retirement, and paid time off programs available.
General Purpose
Coordinate and perform a wide variety of responsible and complex administrative duties for the Police Department. Provide information and assistance to the public with regard to police functions and assistance. These tasks include processing and distribution of police reports to multiple agencies, transcribing reports and documents, manage the Records Management System, statistical reporting to State, process and tracking of the property room, greeting the public, answering telephones, and internal department processing of general accounts payable and receivable. Provide assistance to the Police Chief, Administrative Sergeant, or any officer with such things as report writing, record retrieval, evidence submission, monthly credit card reconciliation, special projects, and other requests as necessary.
As Municipal Court Clerk to process, receive payments, track and report municipal citations received from the Police Department to the Town of Granby and the State of Colorado.
Essential Duties/Responsibilities
- SUPPORT: Actively support the vision, mission, procedures, programs, goals, objectives and philosophies of the Town of Granby and the Police Department.
- MEETINGS: Attend and participate in staff meetings with other personnel as needed and appropriate.
- RECORDS MANAGEMENT SYSTEM: Maintain compliance with FBI NIBRS reporting guidelines for all crimes reported through the RMS system. This includes programming of the arrest codes for criminal, traffic and municipal code violations. Verify the reports are entered with the proper coding by officers before submission to reduce the number of rejections. Conduct searches for duplicate entries of individuals and vehicles to eliminated unwanted entries and verify consistency of dated entered.
- EVIDENCE TECHNICIAN: Receive, catalogue and store all property submitted to the Police Department Property Room, including digital photos and electronic evidence. Requires assigning a unique number to all items seized in criminal cases, submitted as found property, held for safekeeping, and entered as evidence. Property types are verified against FBI standards, stored using International Association of Property and Evidence best practice guidelines, sent for lab testing as needed, released to the District Attorneys Office or individual owner as necessary; all while maintaining the chain of custody. Copying and labeling of evidentiary DVDs, CDs and photos for release.
- RECORDS RELEASE: Maintain complex and technical report files and documentation of their distribution. Distribution of criminal reports to appropriate agencies including: District Attorneys Office, 14th Judicial Courts, Social Services, Juvenile Services, other Law Enforcement Agencies, Probation Departments and the public while adhering to the Colorado Open Records Act for release of Criminal Justice Records. Requirements of limiting release of juvenile offense information, victims of neglect or abuse, victims of sexual assault, and other State Statute or Court Ordered regulation. Sealing of records in electronic and physical form when required.
- CRIME SCENE INVESTIGATOR: Assist Lead CSI with the processing of crime scenes and evidence by responding to crime scenes during on-duty hours, documenting scenes, collecting and packaging evidence, photographing, video and diagramming scenes and photographing and fingerprinting arrestees.
- BODY CAMERA: Maintain the integrity of the database for the body camera system. Prepare video for release to the District Attorney's office. Review the cases to ensure they are locked and properly coded for retention. Perform body cam redaction on all body cam videos for public release.
- SOCIAL MEDIA: Maintain the departments social media page. Enter status updates, post photos, and relay information. Periodically check for messages and ensure that they are distributed as needed.
- PUBLIC CONTACT: Greet and interact with citizens, witnesses, victims, defendants, attorneys and law enforcement agencies on the phone and in person. Discern the nature of the visit and direct them to the appropriate individual, which may require requesting another agency to respond. Determine if the visit is administrative related or criminal, and if criminal if Granby jurisdiction applies while maintaining a professional and courteous demeanor. Perform Civil fingerprints as required.
- ADMINISTRATIVE SUPPORT: Creation of a variety of documents including business letters, spreadsheets, power point presentations, certificates, and resources for officers to use in their daily functions. Organize and maintain the general accounts receivables. Assist in Planning and executing community events.
- COURT CLERK: Receive and document all citations issued by the police department for violations of Town Code and Traffic Violations. Process payments in court tracking system prior to giving payments to the Town Accounts Payable for deposit. Submit driving violations to the State of Colorado for processing to include paid, default and outstanding judgments using appropriate State guidelines for point assessments. Prepare dockets, orders, and motions for the Judge. Track any outstanding judgments, community service and other sentences issued during court. Properly document, record and storage of court proceedings.
- GENERAL OFFICE SUPPORT: Track and order appropriate daily and special use supplies. Proof read documents for officers. Notarize documents as necessary. Mail retrieval, distribution, and sending. Purchasing and package processing for all personnel. Coordinate travel arrangements for staff as needed.
Knowledge, Skills, and Ability:
- Research, analyze and interpret Colorado State Statues for criminal offenses, traffic violations, and childrens code
- Adapt to organizational and technological changes to identify problems and implement innovative changes in regard to the operation of a municipal police department
- Office Suite applications, proprietary software, basic accounting principles
- Personnel policies, rules, and regulations
- Ability to become a super user and train officers on proprietary software
- Technical, analytical and organizational skills to develop implement and maintain effective record keeping systems, procedures and policies
- Maintain a high level of ethics and integrity
- Ability to maintain highly confidential information from inappropriate release
- Ability to defuse volatile situations and citizens
- Ability to work without supervision or in cooperate with a team
Education or Formal Training and/or Experience:
- Obtain and retain a Colorado Master Certified Records Technician certification within 2 years of employment
- Certification as a Property and Evidence Specialist to be obtained within 2 years of employment
- Obtain Court Clerk Training upon hire
- Law Enforcement knowledge preferred
- Office skills (computer programs: word processing and spreadsheets; bookkeeping; scheduling; ten key; transcription, and other office skills)
- Possession of/or ability to obtain an appropriate, valid Colorado drivers license
